Two honest gaps: (1) where the corpus GIPT merge failed to attach a GEM id the plant is missing \u2014 most of Poland's lignite fleet (Belchatow, Opole, Turow, ~30 GW) is affected, logged against etl/merge_gem_plants.py; (2) GEM's oil/gas class is normalised to gas upstream, so European oil-fired peakers sit inside the gas family, not oil. Below GEM's tracker thresholds (rooftop and small distributed solar above all) is out of frame, so this is the utility-scale fleet, not every European generator. Retirements are GEM's dated closures via the World-tab extract and are PARTIAL \u2014 closures the old EU index also listed were deduplicated out of that extract.
